El documento es el resultado de una investigación llevada a cabo por Amnistía Internacional con el objetivo de analizar el marco regulatorio que se aplica a los bancos que operan en Luxemburgo con respecto a sus actividades relacionadas con el comercio de armas, así como evaluar las medidas que ha tomado el Estado luxemburgués para asegurar la correcta aplicación de ese marco legal. Asimismo, el informe analiza si los bancos en el país cuentan con políticas y procedimientos consistentes para evitar financiar actividades ligadas al armamento ilegal o armas utilizadas para usos ilegales en la perspectiva del derecho internacional de derechos humanos.

On the 27th of November, 2014, members of PAX presented the 5th edition of the report "Worldwide investments in cluster munitions: a shared responsibility". The first report was published on the 29th of October, 2009 and the following editions have been published on the 14th April 2010, 25th May 2011, 12th June 2012 and 12th December 2013.

PAX's annual report Don't Bank on the Bomb: a Global Report on the Financing of Nuclear Weapons Producers, warns that nuclear weapons producers can still count on substantial investments by banks, pension funds and insurance companies. Nowadays, a total of 411 financial institutions from around the world invest 402 billion US dollar (321 billion euro) in companies involved in the protection, maintenance and modernization of nuclear weapons.
